Operational permits in Texas through TCEQ

I’m writing a grant for our soon to be plastic recycling workshop/station that could be subject to TCEQ permits: air, stormwater runoff, and solid waste. We will have one shredder, one injector, and 3 extruders to make 2×4’s. I feel reasonably comfortable that since this is recyclable material there is no need for solid waste permit. Also since we aren’t rinsing away any waste, most likely no need for stormwater runoff. But what about the air permit? Is there a need to worry about toxic gases from the extruder or the injectors?

You definitely need to consider the fumes from a worker safety aspect, but in terms of external pollution, hopefully the quantities are small enough to be exempt. Maybe contact a small injection molding company and see what they had to do.
