Recycled plastic

Hello, i’m Homero, from Argentina.
I need some information about the plastic recycling, i have learned in the university that the objects made from recycled plastic has maximum thirty percent of recycled plastic and the other percentage of virgin plastic.
It’s that true, or i can make objects 100 percent recycled?
