Long thin strips of shredded plastic

Is there a way to engineer the shredder to output long strips of plastic (plastic bottles will be the source material) Here in Namibia we have a chronic shortage of affordable housing in the rural areas and consume more soft drinks per capita then anywhere else in Africa. I am brainstorming a way to use a great deal of shredded plastic bonded with minimal concrete to produce lightweight, breathable, building blocks for infill. Not structural. I see there are hand tools that will turn plastic bottles into continuous strands but all the shredders I see produce and output like a cross cut paper shredder. For strength I intuit that  long strips of plastic will be better.
